These Terms of Use (the "Terms") set out the conditions for using 9maps.com and the services provided under it (together, the "Service"), operated by Iroha Production (いろは企画) (the "Operator"). By using the Service you are deemed to have agreed to these Terms.
This is a translation of the Japanese original, provided for convenience. If the two differ, the Japanese version governs.
1. What the Service is
The Service is a free reference service that puts data published by public bodies onto a map. It currently offers the Population Flow Map (/jinko/) and the Work-Friendly Cafe Map (/cafe/). No account is needed, and you are never asked to enter your name, contact details or anything similar.
2. About the accuracy of the figures
The figures shown on the maps are produced by the Operator from statistical and geographic data published by Japan's Ministry of Internal Affairs and Communications (Statistics Bureau) and Ministry of Land, Infrastructure, Transport and Tourism. In the course of that processing, rounding, differences in reference year, the treatment of municipal mergers and differences in how each statistic is defined may mean the figures do not match those of the original publisher.
Please note the following in particular.
- The choropleth colours and the breakdown of increase and decrease are based on the Basic Resident Register, while the lines on the map (flows of people) are based on the Report on Internal Migration. These are different statistics, so the totals do not agree.
- In the social increase/decrease figures, "domestic" and "overseas" refer to whether the origin or destination is inside or outside Japan. They do not indicate a person's nationality.
- The migration report does not publish figures below a certain number of people, so for some municipalities the breakdown does not add up to the total.
If you are relying on these figures for a decision, please check the primary sources (such as e-Stat, the portal site of official statistics of Japan). The Operator does not warrant that the figures are accurate, complete or up to date.
3. Crediting sources and reuse
The statistical figures the Service displays and distributes originate in statistics published by the government. If you use them in an article, a video or a presentation, please credit the primary source. A mention of the Population Flow Map is appreciated but not required.

4. Prohibited conduct
Please refrain from the following when using the Service.
- Acts that interfere with the operation of the Service, such as excessive automated access or placing a load on the servers
- Altering the Service's figures and presenting them as figures provided by the Operator
- Acts that violate laws or public order and morals
- Acts that infringe the rights of other users or of third parties
5. Disclaimer
The Operator accepts no liability for any damage arising from the use of, or the inability to use, the Service. The Service may change, and its provision may be suspended or ended, without notice.
Where you move from the Service to an external site, such as a social network or the publisher of a statistic, the Operator accepts no responsibility for that site.
6. Copyright
Copyright in the Service's screen layout, map presentation, explanatory text and programs belongs to the Operator. You are free to use screenshots, and images created with the share function, in articles, social media posts and presentations provided you credit the source. Please refrain from copying, republishing or redistributing the programs themselves.
7. Governing law and jurisdiction
These Terms are governed by the laws of Japan. Any dispute concerning the Service shall be submitted to the exclusive jurisdiction, in the first instance, of the Japanese court with jurisdiction over the Operator's location.
8. Changes to these Terms
The Operator may change these Terms as necessary. Changed Terms take effect when they are posted on this page.
